Position Summary GSPS is seeking a seasoned Project Manager / Estimator for construction operations and proposal efforts supporting DoD and civilian agency contracts nationwide. This position is responsible for full lifecycle project execution, federal estimating, capture support, procurement coordination, contract administration, and field operations oversight. This role requires a hands-on leader capable of operating independently in fast-paced federal environments with minimal oversight. The successful candidate must be capable of balancing multiple concurrent projects and pursuits while maintaining strict adherence to federal acquisition regulations, project controls, safety standards, and client expectations. Candidates must demonstrate a strong commitment to operational execution, schedule accountability, and deployment flexibility, including extended travel and on-site project assignments when required. Essential Duties & Responsibilities Federal Project Management • Lead federal construction projects from preconstruction through closeout with direct accountability for schedule, cost, safety, quality, and client satisfaction. • Administer projects in compliance with FAR, DFARS, SBA 8(a), Davis-Bacon, certified payroll, EM 385-1-1, and agency-specific requirements. • Manage subcontractor procurement, buyout, negotiations, field coordination, RFIs, submittals, modifications, and change management processes. • Develop and maintain project schedules, earned value reporting, forecasting, cost-to-complete analyses, and executive project reporting. • Coordinate closely with Superintendents, Operations, Estimating, and executive leadership to ensure operational continuity and successful project delivery. • Conduct client meetings, site visits, progress reviews, and federal coordination meetings as required. • Maintain readiness to travel nationwide and support field operations for extended durations based on project and contract demands. Federal Estimating, Capture & Proposal Management • Prepare detailed estimates, quantity takeoffs, pricing models, bid packages, and proposal submissions for federal construction opportunities. • Lead proposal development from solicitation release through final submission for RFPs, RFQs, Sources Sought, and task order pursuits. • Monitor and identify federal opportunities through SAM.gov, PIEE.eb.mil, agency forecasts, and procurement platforms. • Support capture strategy, teaming coordination, mentor-protégé relationships, joint ventures, and subcontractor engagement efforts. • Develop scopes of work, compliance matrices, pricing narratives, risk assessments, technical proposal content, and proposal schedules. • Coordinate bid bonds, surety requirements, certificates of insurance, representations/certifications, and proposal documentation. • Participate in debriefs, pipeline reviews, strategic planning sessions, and business development initiatives supporting long-term federal growth objectives. Required Qualifications • Bachelor’s degree in Construction Management, Engineering, Architecture, or related discipline preferred; equivalent federal construction experience considered. • Minimum 10–15 years of federal construction project management, estimating, and/or proposal management experience. • Demonstrated success supporting USACE, DoD, NAVFAC, AFCEC, GSA, VA, NPS, or other federal agencies. • Proven experience managing federal contract vehicles including IDIQ, MATOC, SATOC, BOA, JOC, and task order-based construction programs. • Extensive knowledge of FAR/DFARS clauses, federal procurement procedures, and construction contract administration. • Strong understanding of design-build delivery, A/E coordination, subcontract administration, certified payroll, Davis-Bacon compliance, QA/QC, and federal safety requirements. • Ability to operate effectively in high-pressure, schedule-sensitive environments with shifting priorities and accelerated procurement timelines. • Active Secret Clearance preferred; ability to obtain and maintain clearance strongly desired. • Must be willing and able to travel extensively nationwide, including temporary on-site assignments supporting operational requirements.
